SECTION A. BACKGROUND INFORMATION
Purpose and Goals
The purpose of this deliverable is to engage all partners in theoretical and field research
aimed at gathering and producing information about minor offenders at the national and EU
level. The specific goals of the research report are the following:
- Define minor offender categories in the EU (identification, description, glossary of
terms)
- Identify institutions and organizations directly or indirectly involved in dealing with
minor offenders
- Identify specific categories of professionals who work with minor offenders
- Provide descriptions mechanisms, criteria and good practice examples of dealing with
minor offenders.
